FPHL Integrity and Compliance

PROTECTING FAIR COMPETITION. STRENGTHENING TRUST.
As part of FedNext, the FPHL has established a league-wide Integrity and Compliance Program to promote fair competition, consistent standards, responsible governance, and confidence across the league.
The FPHL Integrity Reporting Line is one component of that broader program. Reports are submitted through SAFE Hotline, the FPHL’s independent third-party intake service. SAFE Hotline receives online and telephone submissions and makes them available to designated FPHL case administrators; it does not determine whether an FPHL rule was violated.
The Reporting Line gives current and former players, team and league personnel, owners, sponsors, vendors, partners, and other persons with relevant information a defined way to report serious concerns.
Reports are handled through a private FPHL review process. The Reporting Line is not a public complaint board, and submitting a report does not establish that any person or team has violated FPHL rules.
USE THIS REPORTING LINE FOR
- Suspected salary-cap circumvention, hidden compensation, indirect compensation, or unreported player benefits; or
- Serious ethics or integrity misconduct directly connected to FPHL operations, including fraud, bribery or kickbacks, falsification or destruction of records, retaliation, obstruction of an authorized review, serious conflicts of interest, or misuse of league or team funds or assets.
Reports must concern conduct occurring on or after July 27, 2026 and must be supported by specific firsthand information or credible supporting evidence.
THIS REPORTING LINE IS NOT FOR
- Officiating decisions, penalties, suspensions, or game results;
- Coaching strategy, roster, lineup, playing-time, transaction, or ordinary personnel decisions;
- Ticketing, refunds, arena operations, merchandise, scheduling, promotions, or customer-service matters;
- General criticism of a team, player, coach, official, owner, or staff member;
- Personal disputes unrelated to serious FPHL ethics or compliance concerns; or
- Rumor, speculation, competitive suspicion, team rivalry, or unsupported accusations.
GENERAL COMMENTS AND FEEDBACK
General questions, fan comments, officiating feedback, ticketing or service concerns, and other routine hockey or operational matters should be submitted through the separate FPHL Comments & Feedback page.
The general feedback form is handled outside the Integrity Reporting process and should not be used to report suspected salary-cap violations or serious ethics or integrity misconduct.

SAFE Hotline uses the label “Company ID” for the FPHL Reporting ID. That platform terminology identifies the FPHL reporting account only; it does not indicate that the reporting party is an employee or has any particular legal relationship with the FPHL.
Online reporting is recommended when submitting screenshots, documents, photographs, document scans, audio, video, or other supporting files.
Anonymous reports are accepted. Every submission receives an initial FPHL review to determine whether it is within scope and contains sufficient firsthand information or credible supporting evidence. A qualifying salary-cap matter may be referred to an independent third-party investigator when warranted. Other qualifying ethics matters may be assigned for review under the applicable FPHL process.
BEFORE YOU REPORT
This program applies only to conduct occurring on or after July 27, 2026. Reports based solely on earlier conduct will not be investigated through this process.
A report must include either:
- A firsthand account from someone who directly witnessed or experienced the conduct; or
- Credible supporting evidence.
Rumor, speculation, team rivalry, competitive suspicion, or unsupported secondhand claims will not proceed to a full investigation.
Reports must be specific, honest, and made in good faith. Knowingly false, malicious, fabricated, or intentionally misleading reports are prohibited.
The reporting line is primarily for suspected hidden, indirect, disguised, or unreported player compensation. Other serious FPHL ethics concerns, including retaliation or interference with an investigation, may also be reported.
WHAT HAPPENS NEXT?

Submit through SAFE Hotline → Initial FPHL review → Independent third-party investigation when warranted.
Submitting a report is not a finding of wrongdoing.
SALARY CAP REPORTING AWARD
An identified reporting party may be eligible for a $5,000 salary cap reporting award when original, qualifying information materially contributes to a salary-cap violation being finally substantiated, subject to applicable FPHL administrative rules.
The award is not earned merely because a report is submitted or an investigation is opened. Anonymous reports are accepted, but anonymous reporting parties are not eligible for the award. See the FPHL Integrity Reporting & Review Policy for complete eligibility conditions.
CONFIDENTIALITY AND PROTECTION FROM RETALIATION
The FPHL will make reasonable efforts to protect the confidentiality of reports, reporting parties, witnesses, and evidence. Complete confidentiality cannot be guaranteed when disclosure is necessary for a fair investigation, notice, appeal, league governance, or applicable law.
Retaliation against anyone who makes a good-faith report or cooperates with a review or investigation is prohibited.
